Understanding and Managing the Public Procurement Tendering Process & Use of Framework Agreements Workshop
The workshop aims to achieve the following learning objectives:
1. Review of the Public Procurement Tendering Process, Prequal and Preselection, Framework Agreements, Electronic Procurement, Procedural Templates & Standard Bidding Documents for ITB, ITT, RFQ, RFP for Consultancy Services & Procurement Notices.
2. Enable participants to operate their tender process with the highest levels of accountability and governance.
3. Foster a comprehensive understanding of the roles and functions of various participants in the tender process, including the Evaluation Committee, the Tenders Committee, and the Board of Directors.
4. Provide insights into the practices and procedures governing tendering, covering aspects such as issuing, receiving, evaluation, and addressing challenges during the process.
5. Develop a thorough understanding of the internal controls necessary for ensuring transparency in the tender process, supported by real-world best practices from foreign jurisdictions.
6. Offer insights into the current Statute and Common law rules governing tendering, along with an exploration of the implications of the New Public Procurement and Disposal of Property Act 2015 on the Procurement landscape in Trinidad and Tobago.
7. Provide an effective roadmap for the contract administration cycle, guiding participants from the Request for Proposal (RFP) stage to contract closeout.
